On November 26, 2025, the School Education Department issued a formal directive to all Chief Executive Officers (DEAs) and the Director Public Instruction (SE & EE), emphasizing the urgent need for timely submission of change forms by Drawing & Disbursing Officers (DDOs).

Directive from PAC-III: Accountability in Action

During a meeting held on November 25, 2025, the Hon’ble Chairman of the Public Accounts Committee-III (PAC-III) expressed serious concerns over the non-submission of change forms related to conveyance allowance deductions during vacation periods. The Committee directed that all DEAs and Principal Accounting Officers must ensure that DDOs under their jurisdiction submit the required forms without delay to their respective Accounts Offices.

Compliance Certificate Deadline: December 10, 2025

In line with PAC-III’s instructions, the School Education Department mandates that a duly signed compliance certificate confirming the submission of all change forms must be furnished to the Director Public Instruction (SE) and Director Public Instruction (EE), Punjab, Lahore. These certificates will be compiled into a district-wise report and submitted to the Secretary, School Education Department, no later than December 10, 2025.
